POSITION:Youth Shelter Director

DESCRIPTION OF DUTIES: Under the direct supervision of the Executive Director and Assistant Director of the Department of Social Services, the Incumbent will be responsible for the daily operations of an emergency youth shelter and a planned group home. The responsibilities of both cover a wide array of duties & responsibilities: personnel supervision, policy development and institution for the existing program and new component, program planning, budget formulation, oversight of mandatory daily adherence to shelter schedules and client needs: educational aspects, therapeutic interventions, health screenings, recreational activities and etcetera.
The Incumbent will be instrumental in the development and formulation of the new component: residential living. This is estimated to be a two year venture to full operational status. A general overview of responsibilities herein include (in addition to the above): grant seeking and writing, full participation in the planning and construction phases of expansion of existing structure.
KNOWLEDGE/SKILLS/ABILITIES
- Skill in organizational planning which includes budgeting skills
- Ability and knowledge to perform quality, competent case management duties and all responsibilities therein.
- Knowledge in assessing mental health, behavioral and emotional symptoms to perform basic counseling skills
- Ability to fully collaborate with all relevant parties in regards to client matters and program development matters.
- Skill in performing intricate delegations and assignments consistently
- Ability to devise and maintain various types of schedules for the Shelter
- Ability, knowledge and skill in programmatic planning and development as demonstrated in previous experience
- Ability to communicate effectively both orally and in writing
- Ability to organize and maintain highly confidential documents and files
- Ability to work with difficult cases with extreme professionalism
- Knowledge of federal regulations and laws that guide such an operation and ability to apply guidelines competently: HIPPA, Indian Child Protection and Family Violence Prevention Act, Indian Child Welfare Act, and other related Statutes/laws, regulations, guidelines
- Ability to research and write for grant opportunities
- Knowledge and skill in fiscal matters: budget development, cuff accounting and other
- Ability to maintain strict confidentiality limitations in all areas
Other duties as assigned.
QUALIFICATIONS
- Education: Master of Social Work degree or other RELATED degree.
- Experience: One year of documented experience in satisfactory public service position with supervisory responsibilities.
- A substitution to these qualifications may be made by the completion of a Bachelor’s level degree (Social Work or related field) with 5 years of experience. NO OTHER exceptions will be made to this qualification.
- Ability to perform necessary duties after normal business hours on a regular basis
- Ability to be ‘On-call’ status, if necessary
- Valid State Driver’s license
- Willingness and ability to pass successfully a Background Check which proves fitness of character for position
Willingness to submit to and pass successfully to an initial Drug test and random tests
