POSITION: Project Officer I

LOCATION: Roads Construction Program Building, Concho, OK

DUTIES & RESPONSIBILITIES: The Project Officer I shall fall under the direct supervision of the Roads Construction Program Director and shall assist in the administration of various program goals, objectives, and activities to satisfy grant requirements. Incumbent shall be responsible for administrative oversight of program services, including planning, design, and construction activities. Project Officer I should be familiar with grant and contract management as related to federal funding and will be required to coordinate efforts with local, State, and Federal agencies. The Project Officer I will be responsible for ensuring reporting requirements are met for projects assigned and shall be required to maintain accurate records of budgets, deliverables, and overall objective of projects assigned.

Must be able to analyze data and other information to assist in development of planning activities
Must be able to develop scopes of work to assist in the development of design activities
Must have knowledge of basic plan reading and analyze maps to assist in the development of construction documents
Must be able to communicate orally and in written form to provide progress reports for planning, design, and construction activities
Must possess the ability to communicate effectively to other professions in the road construction industry, including engineers, BIA officials, as well as other Tribal delegates and elected officials
Must maintain confidentiality of records, files, documents, etc.


QUALIFICATIONS: Applicant should be familiar with plan reading, able to analyze maps, understand construction specifications and the importance in quality control measures as related to construction activities. The Project Officer I seeks a self-motivated individual who is able to work independently with little supervision and able to delegate tasks to various staff members to ensure productiveness in duties and responsibilities. The Project Officer I position requires an individual able to demonstrate initiative in assuming responsibilities and work cooperatively with professionals as well as non-professionals. Experience in construction and/or grant management is helpful.

Associates Degree in any field of study and at least two years experience in the administration of federal contracts and/or grants (years of experience may be acceptable to be equivalent to the degree and experience requirements). Minimum of High School Diploma, or GED Certification.
Able to understand AutoCad Software and/or GPS/GIS software, or like software.
Demonstrate self-motivation by proving to be reliable and punctual.
Demonstrate knowledge and understanding in grant management and compliance.
Demonstrate computer skills and/or knowledge, specifically Microsoft Word, Excel, Access and/or various other applications.
Willing and able to attend various training programs to ensure productiveness in duties and responsibilities assigned.
Must possess current Oklahoma State Driver’s License and have reliable transportation.
Ability to communicate and relate to Indian, and non-Indian, communities
Must pass pre-hire drug screen/test.
CHEYENNE-ARAPAHO PREFERENCE

SALARY:

Shall be negotiable and shall commensurate to education and experience. Medical Insurance and 401(k) benefits available upon completion of probation and shall be dependent upon evaluation.
