Office of Procurement, Grants and Contracts

MISSION STATEMENT

The Office of Procurement, Grants and Contracts is responsible for the management and administration of all federal and state contracts and grants, and procurement functions within the Cheyenne and Arapaho Tribal Government. This constitutionally mandated office is under the Executive Branch, Department of Administration as listed in the Constitution under Article VII, Section 1, (c).  The office consists of (6) staff members: the Procurement Grants and Contracts Director, Grants and Contracts Specialist, Grant Writer, Procurement Specialist, Procurement Clerk, and an Administrative Assistant.

Goal #1: To monitor all grants and contracts administered and managed by the Tribes.

Objective #1:
· This office serves as a clearinghouse for all contracts and grants received by the Tribes from various Federal and State agencies.

Objective #2:
· The office monitors the grants and contracts to ensure compliance with applicable laws, regulations, reporting requirements and mandated tribal policies and procedures.

Goal: #2: To ensure Compliance with the updated Procurement Manual.

Objective #1: 
·This office also ensures that all tribal programs are in compliance with the Purchasing procedures of the Tribal Procurement Manual. Note: (The Property and Supply is a separate office with a separate manual for the Property component.)

Objective #2: 
·To maintain internal controls that have been implemented.

Objective #3: 
·The Procurement Specialist enforces the procurement procedures by ensuring and maintaining a full and open competition by seeking multiple bids and proposals to secure the most economical and feasible goods and services for the price.

Goal #3: To apply for, seek, and secure new grants and contracts.

Objective #1: 
·The office also seeks, applies for and secures new grants and contracts from various agencies.

Objective #2 
·These services are provided in order to expedite the economic, social, cultural, health, educational, community and development aspects of the Cheyenne-Arapaho Tribes.
