POSITION:    Legal Counsel to Legislature

LOCATION:  Office of the Speaker, Concho and El Reno, OK

ISSUE DATE:  November 13, 2008                 CLOSING DATE:  Until filled

DUTIES AND RESPONSIBILITIES:

  • Assist in managing Legislative Orders, Bills, Resolutions and other Legislative Branch Official documents.
  • Word processing, filing and data entry.
  • Proofreading and technical review of draft memoranda and opinions.
  • Legal research and writing assignments
  • Prepare press releases and public information articles for the Tribal and local newspapers.
  • Applicant must have strong interpersonal skills and the ability and willingness to function as a member of the Legislative Branch and works effectively with Legislators and legislative staff in a number of capacities.
  • Develop and set up a Legislative file classification system, the “Sovereign Code”
  • Maintaining a Tribal Court Docket and Supreme Court Docket Calendar.
  • At the direction of the Attorney and/or Speaker research and prepare legislative testimony.
  • Develop policies, and procedures, forms and write laws.
  • Contribute and assist with grant writing
  • Establish a Legislative Office of Records Management
  • Preparing reports on litigation activities to the Speaker and Legislators.
  • Travel (for which reimbursement is provided) to attend local meetings and periodically, statewide or national meetings.
  • Other duties and responsibilities as requested by the Speaker

QUALIFICATIONS:

  • J.D. degree preferred, and/or candidate for Bar Exam within next 8 months, or Bachelor’s degree in government or related field, or 4 years experience working as a paralegal, or equivalent combination of education, training and experience
  • Must have relevant work experience in tribal government and/or federal law.
  • Computer literate with knowledge of legal terminology and interpret tribal/federal government relationships, policies, laws, treaties, and constitutions.
  • Knowledge of the Cheyenne and Arapaho Tribes history, culture and government
  • Excellent analytical writing and speaking skills
  • Applicant should be self-motivated and have a commitment to Legislature procedure.
  • Valid driver’s license required
  • Must have transportation
  • Agree to a comprehensive background investigation
  • Must pass pre-hire drug and alcohol screening
