NATURE OF WORK

 

The incumbent will be assigned to positions of both authority and great responsibility in a variety of environments.  Individuals charged with the duties of Detective should be able to function both independently and as part of a team.  They should be able to think quickly and rationally in situations that may be stressful and demanding.  The incumbent must be able to take orders from superiors and supervise subordinates in a professional manner and with due diligence.  Detectives must perform within the legal parameters established by the U.S. Constitution, Tribal Law and Federal Law.  As with all Police Department personnel, the incumbent must adhere to rules, regulations, and policies described in the Department Operational Manual as well as Tribal personnel policies.

 

GENERAL DUTIES

 

Due to the nature of police work, the following description is not intended to be all-inclusive.  To provide for the safety of the general public the incumbent may be required to perform duties beyond this job summary.  The detective shall be expected to:

 

1. Identify criminal offenders, criminal activity, and apprehend offenders when violations occur.
2. Testify in court as a witness in both misdemeanor and felonious cases.
3. Actively participate in programs designed to promote community based policing, citizen involvement, and other preventative measures.
4. Patrol and be observant to potential threats to public safety that lie within the communities and to aid in preventing threats to the peace.
5. Help those in need of assistance and to command resources to preserve property, peace, and life within the community.

SUPERVISORY RESPONSIBILITIES

 

1. Participate and be accountable for the training of new employees through the Field Training Officer (FTO) program.
2. Monitor and oversee Police Department vehicle maintenance programs.
3. Conduct in-depth investigations and act as the primary point of contact for all open criminal cases. 
4. Maintain the Property Room and other articles of evidence as required. 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

Detective must be able to fulfill the following requirements:

1. Be able to function in inclement weather without physical assistance.
2. Accept assignments and duties involving shift work, working holidays, weekends, and extended hours.
3. Maintain a positive working rapport with citizens and coworkers.
4. Have efficiency in all facets of communications including:
   1. English language proficiency to include knowledge of punctuation, grammar, and vocabulary necessary to author detailed reports and review other’s work.
   2. Superior verbal communications skills including the ability to deliver clear, effective orders and to understand complex commands passed down via superiors.
   3. Must be able to utilize telecommunications and radios without assistance.
5. Should be versed in computer usage enough to author and maintain accurate data files.
6. Be prepared to render aid to affected persons whenever and wherever required.
7. Function as the proprietor and inventory manager for the Property Room.
8. Respond punctually to all calls.
9. Complete coursework necessary to complete the Blood Born Pathogens safety program.
10. Complete coursework and training necessary to pass E.O.D. requirements.
11. Coordinate activities and efforts to maintain efficiency throughout the Department to insure an optimal level of safety, service, and security for the citizens of the Cheyenne and Arapaho Tribes and in areas where the Tribes maintains interlocal agreements.
12. Seek and report information pertinent to achieving the Department’s goals and objectives.
13. Record all activity during the duty shift including but not limited to investigating reports concerning:
    1. Vehicle accidents
    2. Seized evidence
    3. Detainment and/or arrest of individuals
    4. Sector checks
    5. Other assignments and activities including Fire Department emergencies, motorist assistance, animal control incidents, and other calls dispatched.
14. Confer with prosecutors and provide courtroom testimony as summoned.
15. Complete general motor patrol assignments as required.
16. Maintain all personal equipment assigned to the officer including firearms, uniforms, and other effects.
17. Successfully completes all required educational workshops, classes, and other certification programs assigned by superiors.
18. Acts as an information officer to both residents and visitors in community effectively helping those in need of direction or services where allowed.
19. Performs animal control duties as required.
20. Maintains strict confidentiality.
21. Supervises Patrol and Reserve Officers.
22. Possess working knowledge of state, local, and federal criminal law. 

MINIMUM EDUCATION AND EXPERIENCE

 

Two years of acceptable, uninterrupted service as a certified police officer when advancing from within the Tribal Police Department or transferring from another law enforcement entity.

OR

Bachelor’s degree in criminology, criminal justice, forensic science or related field.

OR

Associates degree in criminal justice with C.L.E.E.T. or Federal certification and one year of proven experience in Oklahoma law enforcement.

Successful completion of a mandatory six-month probationary period.

 

SPECIAL CERTIFICATES, CERTIFICATION, AND LICENSES REQUIRED

Oklahoma State Drivers License with an acceptable driving record.

DEPARTMENTAL PREFERENCE

Knowledge of investigational and interrogation techniques.

In-depth experience and/or certification in Microsoft Word, Excel, or Publisher; ability to do research on the Internet.

 

MENTAL/PHYSICAL REQUIRMENTS

 

Must be able to lift at least 50 lbs.

Must be able to climb ladders.

Applicants not employed by the Cheyenne Arapaho Tribes must pass a mandatory physical and drug testing prior to appointment. All applicants must be able to pass a thorough background investigation similar to that of a Federal Officer performing the same duties. (25 CFR 12.32)

Must be able to work under pressure and in stressful situations; must be able to work long hours without relief.

 

ENVIRONMENTAL CONDITIONS AND SAFETY CONCERNS

 

The detective must be able to deal effectively with irate citizens, work under time restraints and in emergency situations.  May be exposed to HIV, AIDS, Tuberculoses, and other diseases.
